Here are the minimum requirements:

  • Bachelor’s Degree: You must have a Bachelor of Science Degree in Civil Engineering from an accredited program listed in the most recent Accredited Board of Engineering and Technology Annual Report.
  • Licensure: You must be currently registered as a Licensed Professional Engineer or Licensed Structural Engineer in the State of Illinois.
  • Work Experience: You must have at least three years of full-time work experience as a Highway Engineer or in a related field.

Job Responsibilities if you join as a BUREAU CHIEF CONSTRUCTION

The Chief Engineer of the Construction Bureau for the Cook County Department of Transportation and Highways oversees five divisions: the Construction Office, Material Testing, and three Supervising Engineers’ Divisions. This role involves planning, executing, and supervising the activities of these divisions, which include professional, technical, and paraprofessional support staff. The Engineer is responsible for supervising all county and township road projects and highway maintenance facilities.

They ensure that construction standards and specifications are met by providing engineering and inspection services. Additionally, they compile, prepare, and submit the annual Construction Plan for the County. Under the supervision of the Superintendent of the Department of Transportation and Highways, the Engineer develops and implements bureau policies and procedures, as well as long-range planning strategies. They regularly and confidentially discuss important matters with the Superintendent, including challenging assignments, consultant and personnel issues. 

Here’s a list of your main responsibilities and duties:

  • – You’ll be in charge of all the highway improvement projects on Cook County and township roadways. This includes planning, executing, and managing these projects from start to finish.
  • – You’ll be meeting with utility companies, state and federal highway agencies, contractors, and local authorities to coordinate all the activities related to these projects.
  • – You’ll be handling all the confidential personnel issues, including performance evaluations, recommendations for promotions, and disciplinary actions. You’ll also be working with the Supervisor of Employment to post job openings and interview job applicants.
  • – You’ll be interviewing and recommending contractors who provide construction services for highway projects. You’ll negotiate contracts, review the contractors’ performance, and approve invoices for payment. You’ll also make sure that projects meet deadlines.
  • – You’ll be developing and recommending goals and long-range planning strategies for the Construction Bureau. This includes the Department of Transportation and Highways’ five-year plan on projects and the department’s overall mission and objectives. You’ll also be meeting with the Superintendent of the Department of Transportation and Highways to discuss the implementation of policies and procedures for the Bureau.
  • – You’ll be preparing and submitting budget appropriations for the Construction Bureau.

Physical Requirements
